​​Horizon scanning for pharmaceuticals is performed by the Norwegian Medicines Agency in collaboration with the Norwegian Institute of Public Health.

The Norwegian Medicines Agency prepares horizon scanning notifications for all new active ingredients and extensions of therapeutic indications. The Norwegian Institute of Public Health assists the Norwegian Medicines Agency with literature searches. A horizon scanning notification is not an assessment of a health technology, but a brief description at an early stage. Horizon scanning notifications therefore have limited relevance after a period of time, as they are not routinely updated i.e. in the event of changes in regulatory status.

Single technology assessments

If you cannot find a pharmaceutical in the list of horizon scanning notifications, please check whether a single technology assessment of the pharmaceutical has been initiated or completed.

Horizon scanning for hospital pharmaceuticals

A horizon scanning notification of a new pharmaceutical for the Specialist Health Service triggers an order for a single technology assessment (STA), through the system New health technologies ("Nye metoder"). Single technology assessments are prepared by the Norwegian Medicines Agency. In some cases, a full health technology assessment (HTA), prepared by the Norwegian Institute of Public Health, may be appropriate.

When a horizon scanning notification has been prepared, the company concerned will be asked for a date on which they will be able to submit documentation for a health technology assessment. Horizon scanning notifications published on this website will also be published on the national website for the health technology notification function (MedNytt).

The regional health authorities’ Ordering Forum ("Bestillerforum RHF") processes horizon scanning notifications. They prioritise the different HTAs, and may cancel a proposed HTA. The Ordering Forum can also provide guidance regarding what should be included in a particular health technology assessment, such as relevant comparators. Horizon scanning notifications which has not been ordered by the Ordering Forum can be updated after a certain period of time once more information becomes available concerning efficacy, safety and other issues. Horizon scanning for pharmaceuticals not funded by the health authorities (‘National Insurance Scheme)

Since 1 January 2018, horizon scanning notifications concerning new pharmaceuticals have also triggered the ordering of a single technology assessment for pharmaceuticals funded by the National Insurance Scheme. Single technology assessments are prepared by the Norwegian Medicines Agency. In some cases, a complete health technology assessment, prepared by the Norwegian Institute of Public Health, may be appropriate.

Input from MA applicants to the horizon scanning notific​ations. 

New active substances and extensions of therapeutic indications that are eligible for horizon scanning notifications come to our attention between day 80 and 120 in the regulatory process. ​To improve the process of producing the horizon scanning notifications, we ask that the MA applicants submit information relevant to the horizon scanning notification while they are being prepared. Pharmaceuticals that are prospected for funding by the Specialist Health Service, are selected for different levels of assessment. Submitting information to the horizon scanning notification may help to ensure that the STA order is set to the appropriate level.  

Please note that all information submitted will be regarded as public information and may be included in the horizon scanning notifications that are made public in Mednytt. The input form itself will not be published.
